The recent announcement by the Domestic Nuclear Detection Office of DHS that their ongoing program of equipping ports across the country with Advanced Spectroscopic Portal monitors is being discontinued will render compliance with Public Law 110-53 virtually impossible. PL 110-53 mandates inspection and confirmation of safety of contents of all containers shipped into the United States beginning March, 2012.
